Did anyone notice this fact:

If you group the permanence like in LotT Law of the Third that the longest distance of one value not changing is 8?

e.g.
If you have after spin 13
F0 26
F1 09
F2 02
F3 00

every group will change its value latest in spin 8 (of course mostly earlier)

That seems to be a reality after spin 11th not 13th.

From which point? If we consider (as an example) your state of a game after spin 11 - we will often see no changes of value in any of F3 or F2 until spin 19th (11+8) or longer. We can have something like this:
F0 18
F1 17
F2 02
F3 00
